Registered Exporter system (REX) - self-certification of origin of goods under GSP

The exports to Switzerland and Norway under the Generalized System of Preference (“GSP”) have been simplified.

The Republic of Armenia started applying the system of self-certification of origin - the Registered Exporter System (“REX” system), since 1 January 2018.

In order to benefit from the preferential tariffs applicable to developing countries when importing goods into Switzerland and Norway, the producers and exporters must submit a corresponding proof of origin. The registration obligation for exporters from developing countries applies for consignments with originating products worth more than CHF 10,300 (EUR 6,000). Thus they must apply for being registered in the REX system. The registration in the REX system enables to export under the “GSP” trade regime without the certificates of origin Form A, submitting only statements on origin for each export.

The registration in the REX system is done by the Ministry of Economy of RA. The registration is free of charge and is done only once (REX online application).

The introduction of REX system under the “GSP” preferential trade regime contributes to the facilitation of export procedures to the Switzerland and Norway and enables the exporter to reduce costs and save time.
