State Support Program on the Development of Intensive Horticulture, Introduction of Modern Technologies and Stimulation of the Production of Non-Traditional High-Quality crops in the Republic of Armenia for the years of -2023

The key goal of this Program   the creation of vineyards, intensive fruit orchards, berries, cultivation of non-traditional high-value crops, as well as the introduction of modern irrigation and hail protection systems  through the state support – in order to stimulate the creation of modern high-yielding orchards and thus the development and improvement of the efficiency of fruit growing and viticulture, to increase the production and export of competitive grapes, fruits and berries, to stimulate production non-traditional cultures that provide high value, reduce the risks caused by hail and other natural and climatic factors, to promote economical and efficient use of water resources, to mitigate the impact of climate change and contribute to the improvement  of the level of adaptation and    to the  increase in the incomes of economic entities in agriculture.

The program is planned to be implemented in 2021-2023 covering the entire territory of the Republic of Armenia.

The program will be implemented in two components: partial subsidization backing of interest rates on loans, and, in the case of construction or expansion of modern irrigation systems or water reservoir pools, also the partial reimbursement of expenses.

To participate in the program, beneficiaries shall apply to the financial structures participating in this  Program prior to  the initiation of investment activities and, in the case of a compensatory component, to the Ministry of Economy.

The Program will be implemented through a contractor entity, except in cases of organizing the production of non-traditional valuable crops, as well as the purchase of progressive mobile irrigation systems. The amount of reimbursement cannot vary depending on details of the cooperation with the latter.

Within the framework of the program, the beneficiary is obliged to maintain a respective Record Book (Roster) within 3 years following the setting  of the garden.

Component 1․Partial subsidizing/backing the loan interest rates

  • 0.5 (for each type of fruit): setting 500-hectare  garden (including the cost of care over the first year);
  • Installation of modern irrigation systems on an area of 0.5 hectares or more, or the construction or expansion of water reservoir pools with a capacirty of up to 100 thousand cubic meters; 
  • Installation of 0.5-100-hectare hail protection systems; 
  • 1.0-30 hectares of asparagus, leeks, arugula, brussels sprout and  bok choy (Chinese cabbage), kohlrabi, green cabbage (kale), zucchini (yellow or dark green) and scallop squash, sweet corn
        

Component 2․ Partial reimbursement of costs and expenses

  • Purchase and installation of modern irrigation systems with capacity of 0.5 ha or more
  • Construction or expansion of water reservoir  pools with a capacity  of up to 100 thousand cubic meters 
     

Within the framework of the program, each Beneficiary will be reimbursed 50% of the actual costs for the purchase and installation of modern irrigation systems covering  0.5 hectares or more (with the exception of the mobile systems), or the construction or expansion of pools with a capacity  of up to 100 thousand cubic meters, which in the end  should not exceed 50% of the maximum spending limits estimated by the program calculated on the basis of 1 hectare, while in the case of the installation  of modern irrigation systems on land plots with excessive water demand, it should not exceed 60% of the maximum spending limits estimated under the program. For the purchase of a modern mobile irrigation system, each Beneficiary will be reimbursed 50% of the purchase price, but no more than 7.5 million drams per unit, while the total amount of compensation provided to each Beneficiary cannot exceed 75.0 million drams.
