Provision of a one-time license for importation of plants protection products (EEU CNFEA FE 3808, except for EEU CNFEA 380894 adhesive tapes) that are imported to the territory of the Republic to Armenia from third countries and included in the unified list of goods of the foreign trade sector is implemented in compliance with Clause 5 and Clause 6.1 of the RA Government Decree No.1524-N dated December 25, 2014, as well the Order No.835-N of the Minister of Economy of the Republic of Armenia dated August 15, 2019.
Provision of a one-time license for importation of plants protection products (EEU CNFEA FE 3808, except for EEU CNFEA 380894 adhesive tapes) that are imported to the territory of the Republic to Armenia from third countries and included in the unified list of goods of the foreign trade sector is implemented on the basis of the license issued by the Ministry of Economy of the Republic of Armenia.
To receive a one-time license for importation of plants protection products (EEU CNFEA FE 3808, except for EEU CNFEA 380894 adhesive tapes) that are imported to the territory of the Republic to Armenia from third countries and included in the unified list of goods of the foreign trade sector, the applicant shall submit to the authorized entity:
1) an application in accordance with Form 1,
2) a copy of the invoice or the contract on foreign economic activity or other document certifying the intentions of the Parties,
3) a copy of the license for carrying out the activity subject to licensing, if the given type of activity is related to the trade of the given product,
4) a copy of the receipt for payment of the state fee or the receipt generated by the state electronic payment system or indicate in the notification the 20-digit code of the generated receipt.
The documents and/or copies required to receive a license shall be confirmed by the applicant's signature. In the event of submitting the application with an electronic digital signature in the order prescribed by the legislation of the Republic of Armenia, there shall be no need for additional confirmation of the attached documents and/or copies.
The application to receive a license can be submitted by the applicant – either in person or by a person authorized by the applicant.
The documents required to receive a license can be submitted to the Ministry at the applicant's discretion either electronically (e-mail: secretariat@mineconomy.am), by mail or in person.
The license shall be issued or the license shall be denied by the Ministry within three working days from the date of submission of the documents.
In case the documents are incomplete, within one working day after the documents submitted by the applicant are registered by the Ministry, the applicant shall be informed about it electronically or through other means of communication.
In case a notice of incompleteness of the documents is received, the applicant can amend/complete them within two working days. In this case, the period for granting a license or rejecting the application is extended by another two working days.
The license shall be denied on the following grounds:
1) the application and its attached documents submitted by the applicant to receive a license are incomplete, and the applicant does not eliminate the deficiencies in the application or attached documents or does not submit the amended documents within two working days,
2) the presence of unreliable information in the documents submitted by the applicant to receive a license,
3) the validity of one or more documents serving as a basis for provision of a license has been terminated or suspended.
In compliance with Article 19.6 of the RA Law “On the state duty”, the annual state fee to receive a one-time license for importation of plants protection products (EEU CNFEA FE 3808, except for EEU CNFEA 380894 adhesive tapes) that are imported to the territory of the Republic to Armenia from third countries and included in the unified list of goods of the foreign trade sector is AMD1,000. The applicant shall pay the state fee to receive a license to the account 900005162814 of the Central Treasury.
The one-time license shall be denied, issued, suspended, and terminated by the decision of the authorized entity.
