Light industry is one of the key sectors of the manufacturing industry of the Republic of Armenia and plays an important role in ensuring sustainable economic development, expanding production capacities, creating employment opportunities, and increasing the country’s export potential.
The sector comprises a number of manufacturing subsectors, including the production of textiles, garments, footwear and leather products, as well as the production of furniture, paper and printing products, toys, and other related products.
The development and implementation of state policy in the field of light industry are coordinated by the Ministry of Economy of the Republic of Armenia and are aimed at increasing the sector’s competitiveness, developing production capacities, expanding domestic production, and promoting Armenian products in international markets.
In order to develop the textile sector, the Government of the Republic of Armenia adopted Decision No. 138-L of February 2, 2023, approving the “Textile Industry Development Program and the 2023–2026 Action Plan derived from it”, the implementation of which is aimed at increasing the sector’s competitiveness, developing production capacities, creating added value, and expanding export opportunities.
In order to ensure the effective implementation of state policy in the field of light industry, coordinate sectoral programs, and implement development initiatives, the “Textile Sector Operator” Foundation was established by the Government of the Republic of Armenia under Decision No. 1023-A of July 24, 2025. In cooperation with the Ministry of Economy of the Republic of Armenia, the Foundation implements programs and initiatives aimed at developing production capacities, expanding value chains, and increasing the recognition of Armenian products and Armenian brands, as well as promoting them in international markets.
In order to develop light industry, the Ministry of Economy of the Republic of Armenia develops and implements a number of state support programs and measures, in particular:
• Productivity Promotion Program;
• Measure on granting tariff privileges, in particular exemption from import customs duties for technological equipment, its components and spare parts, as well as raw materials and/or materials imported within the framework of investment programs implemented in priority sectors;
• Measure for engaging workers in the manufacturing industry;
• State support measure aimed at ensuring supply chain diversification for textile sector companies;
• Export Promotion Support Program;
• Program for reimbursement of expenses related to product certification and laboratory testing;
• Program supporting the acquisition of management system and product conformity certificates;
• “Infrastructure in Exchange for Investment” measure.
