 Purpose of the Project

Support the Government of Armenia in increasing the resilience of agricultural livelihoods and improving food security in rural areas that are highly vulnerable to the impacts of climate change. The “Climate-Adaptive Food Security Enhancement Project” (CAFSEP) will focus on the Shirak and Tavush provinces, where smallholder farmers face challenges from poverty, food insecurity, and climate risks. The end result is to increase the climate resilience of selected rural communities and households.

The Grant Agreement Will:

  1. Provide climate-resilient energy solutions to ten villages to reduce energy consumption, with the resulting savings reinvested in community support initiatives.
  2. Support the improvement of living standards in rural communities and promote climate-resilient agriculture.
  3. Contribute to the institutional capacity-building of the Ministry of Economy of Armenia to support climate adaptation planning and the development of climate-responsive investment programs in the agricultural sector.

Expected Outcomes:

  1. Implementation and continued application of climate-resilient energy solutions.
  2. Implementation of climate-smart agricultural technologies aimed at enhancing food security.
  3. Strengthening of the institutional capacities of the Ministry of Economy of Armenia.

Key Performance Indicators:

1.1 Initiation of procurement processes and signing of supply and installation contracts for small-scale photovoltaic (PV) solar stations.

1.3 Establishment of revolving funds, where energy savings from solar PV stations are reinvested into sub-projects supporting sustainable agriculture, food security, and community climate adaptation.
1.4 Community consultations to identify climate-adaptive and income-generating investments that can be financed through energy savings generated by the installed solar stations.
1.5 Training for local authorities and community leaders (including female representatives) on the installation/operation of climate-smart energy systems and reinvestment of energy cost savings.
